Subcontracts Manager

Summary of Position

Manage electronic and electro-mechanical manufacturing subcontract activities, to include negotiation, implementation and monitoring of performance against defined targets. To support the Procurement Manager in the development and implementation of best procurement/business practices.  Conduct Make v Buy analysis for subcontract opportunities and support the overall supply chain strategy of the business. To co-ordinate material data management and report on build order readiness positions in relation to procurement activities.

Main duties of this position
  • Assess Make v Buy and provide pay-back justification for subcontract of new and existing electronic and electro-mechanical subcontract opportunities.
  • To design, manage and develop effective / agile supply chain solutions.
  • Support the Procurement Manager in the development and mentoring of the Procurement team.
  • Lead supplier research, selection and development in close liaison with the SQA department in relation to subcontract suppliers.
  • Manage the free-issue/sale of materials and loan of test equipment, jigs, fixtures and tooling as required by subcontracts.
  • Effective BRM / QBR process management for all key and/or strategic suppliers
  • Analyse, report and manage excess material liabilities and ensure minimum business exposure at all times.
  • Manage and control all subcontracts documentation, data, files and reports in a timely and accurate manner.
  • Support implementation of Lean supply chain principles such as JIT, Kan-Ban, VMI, DLF etc. in line with the companies overall manufacturing strategy.
  • Supervise the preparation of quotations/tenders, analysis of supplier bids, and award of contracts.
  • Liaise with QA so that quality data (KPI’s, RMA’s and defect analysis) is captured, analysed, and reported promptly and root cause analysis is carried out.
  • Negotiate contract / supply agreements and enforce terms as necessary.
  • Support development of commodity roadmap and vendor consolidation programs.
  • Introduce strategic pricing models to deliver favourable PPV through structured cost reductions initiatives.
  • Ensure all information on subcontract parts with the TRL operations system is maintained in an accurate and timely manner, reflecting up-to-date delivery confirm dates at all times – inform the Planning department of all constraints / issues.
  • Initiate action plans to identify and mitigate commercial risk/cost of obsolescence and impact to operational plans.
  • Ongoing measurement / management of supply chain performance though effective KPI’s; supplier performance cards; and associated procurement tools.
  • Leverage supplier and market intelligence to identify new business / technology opportunities.
  • Participate in cross-functional project teams to support new bids, proposals and NPI / IRAD / CRAD programs.
  • Provide Procurement expertise across the business, and support the execution of a common approach across all commodity groups.
  • Produce weekly subcontract status reports for the Procurement Manager.
  • Deputise for the Procurement Manager as required.
  • Support the development and deployment of Procurement policies and processes, and ensure they are followed, with particular reference to ethical standards.
  • Any other reasonable duties as required by the Procurement Manager.
Qualifications, Skills and Experience

Essential:

 

  • MCIPS qualified.
  • In depth knowledge and experience of electronic & electro mechanical commodities, project and subcontract purchasing techniques - to include negotiation, tendering and contract management.
  • A proven track record in the subcontract management of printed circuit board assemblies (PCBA) and higher level assemblies (HLA).
  • Project management experience with and across multi-functional projects.
  • Previous demonstrable success at introducing world class supply chain solutions through the use of lean techniques including JIT, VMI, etc.
  • A self motivated team player able to operate with the minimum of supervision and communicate clearly (both written and oral) with employees at all levels.
  • Ability to contribute at a strategic level within the business.
  • Good facilitator and leader of individuals or groups.
  • Ability to objectively assess a supplier as a key member of a strategic supplier audit team, with particular reference to commercial, business and supply capability skills.
  • Presenting professional supplier audit reports, with unbiased recommendations and/or corrective action plans.
  • The ability to engender respect in negotiation with current and potential vendors.
  • Ability to handle multiple projects, high volume activity and establish priorities in a dynamic business environment.
  • Fluent ability to use MS Office/Project/Excel and Word.

 

 Desirable:

 

  • Degree qualified in Engineering, Manufacturing or a related subject.
  • Good knowledge of ERP systems, particularly MRPII.
